三、旨揭計畫為國家級青年人才培育計畫，期能結合相關單位資源及力量，共同合作積極開發青年所需及與國家永續發展相符的各類高品質圓夢機會，協助青年勇敢築夢、踏實圓夢，進一步提升國家競爭力與外交軟實力。教育部來文請詳附件1、「圓夢機會開發原則」請詳附件2、「合作計畫格式」中文版請詳附件3（英文版刻正翻譯中）。
四、請各系所依計畫格式研提計畫，並於下列期限內將計畫書送交本處，俾便彙整後提送教育部：
(一)第1梯次：請於本（115）年7月1日（星期三）前將合作計畫以電子郵件寄送本案承辦人（607194@o365.tku.edu.tw），教育部預定於本年10月30日至11月30日開放全國青年報名，並於116年4月起啟程（均需於117年2月29日前返國）。
(二)第2梯次：請於本年10月1日（星期四）前將合作計畫以電子郵件寄送本案承辦人（607194@o365.tku.edu.tw），教育部預定於116年2月18日至3月18日開放全國青年報名，並於116年7月起啟程（均需於117年2月29日前返國）。
五、本文及附件為內部參考用，請勿公告於網站。
六、有意參與前述合作項目之系所，請於規定時間前將提案寄送至本案承辦人信箱（607194@o365.tku.edu.tw）。

Subject: Forwarding of the “2027 Taiwan Global Pathfinders Initiative” and Call for Collaboration. Departments interested in participating are kindly requested to submit the proposal within the prescribed time.
Description:
A. This notice is issued in accordance with the Ministry of Education’s Directive No. 1150000230C dated May 21, 2026, and the Executive Yuan’s Directive No. 1131023182.
B. The Office of International and Cross-Strait Affairs has previously announced the aforementioned information via OA on April 8, 2026.
C. The aforementioned program is a national-level youth talent development initiative. It aims to integrate resources and efforts from relevant organizations to collaboratively develop diverse, high-quality opportunities that meet the needs of young people and align with the nation’s sustainable development goals. The program seeks to support youth in courageously pursuing and realizing their dreams, thereby enhancing national competitiveness and soft power in diplomacy. Please refer to Attachment 1 for the official letter from the Ministry of Education, Attachment 2 for the “Opportunity Development Guidelines,” and Attachment 3 for the “Opportunity Development Implementation Plan.”
D. Each department is requested to prepare and submit proposals in accordance with the prescribed format and submit them to our office by the following deadlines for consolidation and onward submission to the Ministry of Education:
1. First Round: Please submit the collaboration proposal via email to the project coordinator (607194@o365.tku.edu.tw) by July 1 (Wednesday), 2026. The Ministry of Education is scheduled to open applications to youth nationwide from October 30 to November 30, 2026, with departures commencing in April 2027 (all participants must return before February 29, 2028).
2. Second Round: Please submit the collaboration proposal via email to the project coordinator (607194@o365.tku.edu.tw) by October 1 (Thursday), 2026. The Ministry of Education is scheduled to open applications to youth nationwide from February 18 to March 18, 2027, with departures commencing in July 2027 (all participants must return before February 29, 2028).
E. This document and its attachments are for internal reference only and should not be published on any website.
F. Departments interested in participating in the aforementioned program are requested to send the proposal to the contact person within the prescribed time (607194@o365.tku.edu.tw).
